Small Bug Fixes

With a recent update we discovered a couple small issues with it that required fixing, this update was just to address those issues.

• Fixed an issue causing Encompass Users in sub branches not being able to enter credentials
• Fixed an issue causing file failed to upload notifications going out to users that don't have an LOS/Cloud Storage provider active
